Block user Osaid due to issue spam #4226

The user Osaid submitted many changes to issues. Those changes including closing many issues that were not actually closed.

I blocked the user.

With this more aggressive form of issue spam, we may need to consider the registration limitations that other open source communities use for issue tracker accounts.

I've attached a PDF that lists the changes made by that user. I'm too tired to fix those issues and too frustrated that the circuit breaker did not work.
