Nobody noticed that the last successful extension-indexer run was in August 2023 #4342

Summary

As in the title.

While https://github.com/jenkins-infra/helpdesk/issues/3746 documents the poor content, there's no mention of a lack of updates. During development of the fix https://github.com/jenkins-infra/backend-extension-indexer/issues/95 I found that the last successful deployment to reports.jenkins.io was on 2023-08-06 (downloaded the zip as reference, those are the file modification times).

This might have been caused by Artifactory configuration changes as I guess in https://github.com/jenkins-infra/backend-extension-indexer/issues/95.

Note that https://github.com/jenkins-infra/backend-extension-indexer/pull/96 fixed the project, so the current content is from up to date now. But someone should have noticed, and it looks like we're lacking the monitoring to ensure that.

I like the idea of monitoring the health of the extension indexer and think we should do something similar for the Pipeline steps doc generator.
