https://github.com/jenkinsci/uleska-plugin/pull/5#issuecomment-993900310 is a case of a CD enabled plugin publishing rc prefixed versions.

That situation should be identified and releases be rejected with a reference to https://www.jenkins.io/doc/developer/publishing/releasing-cd/#pom-file-modifications
