chore(updatecli): replace GHA by a Jenkins pipeline

This PR replaces the updatecli GitHub Action by a Jenkins pipeline.

Changes:

• Remove GitHub Action workflow and its folder
• Remove dependabot as there is no workflow to update anymore
• Use https://github.com/apps/jenkins-infra-updatecli values for updatecli settings

Note: the corresponding updatecli job running on infra.ci.jenkins.io has already been added in:

• https://github.com/jenkins-infra/kubernetes-management/pull/5417
