We may not want to release for all repositories using this buildpack, if this is the case I can extend this buildpack and move this extra step into jenkins-x-versions.

I'm not quite sure what actually uses this buildpack but it seems sensible to me.

Seems that we're not able to determine the impact of applying this PR, I'll update the jenkins-x.yml within jenkins-x-versions to create a GitHub release record
