@kris-nova hit JENKINS-42478here due to this. Not sure about root cause, but I would suggest doing this on success not always.
Applies only to static master mode, not Prow which has no persistent workspaces anyway. (Do we really have them in static master mode? Ought to be using kubernetes pods for builds, no?)
