fix: New proposal: Preview with Helmfile #26

Hi,

here is a new proposal, to use Helmfile to deploy the preview environments - using either Helm 2 or Helm 3 under the hood: https://github.com/vbehar/enhancements/tree/preview-helmfile/proposals/4

We already have a quick-and-dirty implementation for it, which we are using and is working well!
