create ARM capable Jenkins X #33

it would be good to support ARM kubernetes clusters for some/all of Jenkins X.

Lets define the requirements on this issue such as:

what images to create in what priority order
how/where to publish them
how to use the images on ARM

To support all the various docs and issues we have a github project here: https://github.com/jenkins-x/jenkins-x-arm-support

Initial questions

Where should we publish container images?
How should we differentiate ARM versus amd64 images?
Should we use docker hub?
