Missing OIDC url for existing clusters #214

Summary

When trying to use this module to install only jx components in an existing eks cluster, the oidc url is set to blank. This leads to error:

msg="WebIdentityErr: failed to retrieve credentials\ncaused by: AccessDenied: Not authorized to perform sts:AssumeRoleWithWebIdentity\n\tstatus code: 403
