Upgrade aws provider to 4 #339

Summary

aws provider v4 has been out for some time now, we should upgrade to it sometime. There are quite a few breaking changes that we have to keep note of: https://github.com/hashicorp/terraform-provider-aws/releases/tag/v4.0.0
