make watching Pipeilnes / Environments lazy? #34

I wonder if we should make the KubeWatch stuff lazy so that we don't watch kubernetes unless the Environments or Pipelines folders are expanded? Them maybe if they are closed we can stop watching (after some time period elapses)?

So that we only watch k8s for the parts of the tree folks open? e.g. if you've 5 VS Code windows open, by default I think we'll be watching + loading the Jenkins X tree by default

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.
