Updated LTS version to 2.452.3 in Maven profile.

Thanks @krisstern! The only test failure is also present on the default branch (tracked in https://github.com/jenkinsci/acceptance-test-harness/issues/1619), so this PR can be closed. Another successful test run in the books!

Hi @basil This was not intended as a test but as a PR to be merged after the release of LTS 2.452.3. Could we re-open this an merge it if possible?
