Bump parent plugin from 4.40 to 4.47 to fix flaky tests which are using WebClient and fix property files to build #101

4.47 got the fixed jenkins-test-harness to remove flakiness in tests which are using WebClient. Comments removed from property files because plugin was not build, because this lines contains specific symbols.

@krisstern could you please release new version with this fix (it's not urgent, we are trying to reduce flakiness in Cloudbees CI)
