Update description of include and exclude job lists in the global plugin settings

What does this PR do?

Updates descriptions of include and exclude job lists in the global plugin settings. It is not evident for some plugin users that the lists include regular expressions, and not glob patterns (which makes expressions like */my-org-folder/* invalid).
