Reproduction steps

Build a new image from jenkins:inbound-agent:jdk11 installing jdk-8
Run container with $JENKINS_JAVA_BIN=/opt/java/openjdk/bin/java env variable

Expected Results

Run /usr/local/bin/jenkins-slave with jdk11

Actual Results

It tries to run /usr/local/bin/jenkins-slave with jdk-8 and gets error
