Modernizes this plugin's build/test toolchain to conform to our latest best practices from:

The build modernization in this PR depends on the Javadoc cleanup from #73, so I have closed #73 and folded the Javadoc cleanup into this PR. I have retained the use of two separate commits to ease reviewing.
