Rely on `org.jenkins-ci.main:jenkins-bom` if present #202

What feature do you want to see added?

Add a Gradle platform of jenkins-bom to determine versions, rather than adding versions individually.

The BOM is published starting with LTS version 2.164.1 and weekly version 2.195.
