Publish Jenkinsfile Runner roadmap #583

This change converts https://github.com/jenkinsci/jenkinsfile-runner/projects/1 into the official project roadmap. It also briefly documents the main properties of the roadmap and the contributing guidelines so that it addresses feedback from @rsvoboda in https://community.jenkins.io/t/jenkinsfile-runner-roadmap-discussion/583
