The default Jenkins version used to build the plugin is really old. This makes testing not very pleasant.

This PR upgrades the core dependency to 2.289.1:

It's a version currently recommended in the Choosing a Jenkins version to build against document.
According to https://stats.jenkins.io/pluginversions/nomad.html, recent versions of the plugin are installed on 2.289.1 and above, so I assume it's safe to test new versions on a relatively more recent LTS release from Jenkins.
