Migrated docs from plugins-wiki-docs repo to this repo as a part of Hacktoberfest

If you're willing to also migrate the documentation for the "Publish over ..." plugin, that would be a great help. If that doesn't interest you as much as contributing in other areas, we'll see if we can find someone else to migrate that documentation.

I can definitely do that, I could not find the docs for the "Publish over ..." plugin in the plugin wiki docs repo. Can you please let me know where I can find the docs for the same? Thanks.

Also, I'm really sorry for the million commits. I did them through the GitHub UI so that I don't miss any suggestion. Please feel free to squash them before merging. I apologise for the inconvinience.

No problem with the many commits. Thanks for spending the time to do them. The "Changed files" tab will allow you to combine multiple suggestions into a single commit. It is a nice feature from the GitHub web page.

The "Publish over ..." page source is not in the plugin wiki docs repo. It is only available as an HTML page that needs to be converted to asciidoc or markdown.

We would love to have you do the conversion of that page if you are willing. I've placed it as a topic for Docs office hours that start Tuesday at 7:30 AM IST. If you are able to start the migration that would be a great thing for me to share during office hours.

Migrated the Publish Over ... plugin docs at PR #11

The Publish Over ... plugin docs does not have sections for features, releases, and configJobs. Do you want me to modify the publish over ... docs or update the reference here?

I think you should update the references here, or remove the references here.

Thanks Mark, I'm still new at doing reviews inside of github itself, I'll have to remember the suggestion feature for next time
