[JENKINS-62379] Migrate publish over FTP docs from wiki to plugin README #70

Migrate the publish over FTP plugin documentation from wiki.jenkins.io to documentation inside the publish over FTP plugin. Follow the plugin documentation migration instructions from jenkins.io to extract the Publish Over documentation from the wiki and placing it into the README in the FTP plugin.

Mark Waite looks like this was done in https://github.com/jenkinsci/publish-over-ftp-plugin/commit/e521fb023c75931f2221569b86d4ac2f5df9e2d2 ?

You're correct that the commit has been merged. However, the plugins.jenkins.io site continues to pull its documentation for this plugin from the wiki archive because no release has been performed that includes the merged change.

The last release was March 2021, a few commits prior to this change.

I've marked it as resolved but unreleased. The next release of the publish over ftp plugin will resolve it.
