windows bat `tar -zcvf %1.tar.gz dist` not work in this plugins but work in local ssh #250

What Operating System are you using (both controller, and any agents involved in the problem)?

jenkins in os :Windows Server 2012 R2 stand remote service os : win 10 21H2

Reproduction steps

the execCommand bat file start.bat:

@echo off
:: can work
echo %1
:: can work
md %1
:: not work only use publish-over-ssh
tar -zcvf %1.tar.gz dist
@echo on

the execCommand is 'cmd /c D:\\xxx\\start.bat abc' when i use ssh or local cmd windows, not use this plugin, i can get abc.tar.gz file, but when i use publish-over-ssh, get nothing, md %1 can get folder abc, but tar -zcvf %1.tar.gz dist output nothing, i try set var1= %1, tar -zcvf %var1%.tar.gz dist, also output nothing ,the console:

SSH: EXEC: STDOUT/STDERR from command [cmd /c D:\test_npm\start.bat abc] ...
SSH: EXEC: connected
tar: no files or directories specified //this the error
SSH: EXEC: completed after 200 ms

Expected Results

excepted can get the abc.tar.gz

Actual Results

output nothing

i find the reason: %1 is abc",end with ",I do not know why ,but can deal with:

set param=%1
:: remove all "
set var1=%param:"=%
tar -zcvf %var1%.tar.gz dist
