Documentation at https://plugins.jenkins.io/publish-over-ssh/ has some links still pointing to https://wiki.jenkins.io. In particular, to different sections of https://wiki.jenkins.io/display/JENKINS/Publish+Over. That page starts with a big red notice pointing to new URL. Please update those links to point to the current docs.
Probably the fix is just to switch links to https://plugins.jenkins.io/publish-over/
