feat: update cli default url to use windows version for backwards compatibility and add e2e tests triggers in release pipelines [AUOPS-2843] [AUOPS-2719] [AUOPS-2858]

Description

• add stage to schedule jobs sequentially on the Jenkins Server executing the tests
• remove old hybrid tests and refactor CI pipeline
• update prepackaged CLI default URL to use a Windows CLI -- for backwards compatibility with clients CLIs
• remove jenkins hardcoded restriction for XP CLI on Windows machine

Important!

1. Jenkins E2E Tests (jenkins pipelines) will be run sequentially because we only have 1 agent on the jenkins server and thus the degree of parallelism of one would bottleneck the azure agents running in parallel.
2. We advise NOT to develop in parallel PRs as Jenkins e2e tests (pipelines) will break the Jenkins server.
