Can't learn Wish or Time Stop in level up #25

I loaded a save for a character who was getting to level 18. On level up they were not able to learn Wish or Time Stop as their 9th level spell. Here is a screenshot of the spell selection screen on level up without those options https://imgur.com/a/reidB53

Can confirm. Had to use Bag of Tricks to add the spells to my spellbooks (but then they worked ok).
