Eldritch heritage Powers don't scale with level. Tested it with strength bonus of Abyssal bloodline. (Abyssal Strength I believe is the name) Also tested with claws. The claws don't scale in damage.

Also tried Crossblooded Sorcerer to get both draconic and abyssal claws at first level. Got neither.

After further testing, first level powers are not granted. (At least those of the abyssal bloodline)
