Spanish Clinical Termset #51

Add Spanish Clinical Term Set

This PR adds support for Spanish clinical term set based on the repo: https://github.com/PlanTL-GOB-ES/NegEx-MES This repo implements the same algorithm (Chapman, et al. NegEx) but provides termsets for both Spanish and English. The changes consists of simply adding the termset under the es_clinical label.
