USER STORY: Report Comments

As a users I can flag bad comments and content so that I can help maintain healthy discussions and a relevant forum

Requirements

• [x] There should be a button on each comment that gives the user the option to "flag" a bad comment
• [x] They should be able to "unflag" the comment in case they accidently pushed the button
• [x] User should receive a message that indicates the comment was flagged

Tasks

• [x] Create a flag attribute to the comments model so many users can "flag" many comments and toggle their flag
• [x] Add toggle button on the comments so that a user has the "flag" option on other users comments
• [x] add a flag comment view
• [x] add message to the post function
