Script to aid releases #190

Script to check a few things before bumping version numbers:

[x] accept two version numbers as input e.g. v0.0.7 v0.0.8
[x] check on master branch && no changes from HEAD
[x] test that documentation is up-to-date #177
[x] build Docker image locally to ensure it works
[x] run standard test suite
[x] replace version number in Dockerfile and pyproject.toml and README.org
[x] echo final git commit command to user

As part of this write a note in the README about the CICD pipeline.
