Add documentation for contributers

There is a process which is followed when adding new rules. This process is not documented and makes contributing to the project difficult. Adding documentation on the process will help others contribute.

Include the following:

• [x] branch creation

• [x] Include tools vsg_parser and vsg_rule_doc_gen
• [X] Project board process
