Retagged as featureflaw from functionalitybug as no phone format validation is an intentional choice (just like how we allow phone field to be blank) as we think that having a format validation will only add unnecessary restriction to user's freedom and consequently their experience.

Additionally, the example you've provided can be considered an extreme case.
