Config Changes didnt work

I changed the Config file to this, but Harvester still require Hoe(playing on a Server):

Which dimensions the Expulsion Pylon is allowed to operate in.

Just to confirm, did you make this change to this file on the server: world/serverconfig/pylons-server.toml with the server turned off?

Omg i changed the config file in the defaultconfigs folder. Now it works! Thank you!
