Provide more visual output whether netgrasp successfully started or not.

Recent commits have completely reworked the startup process, and attempt to provide far more debugging output when there's issues with the startup. Furthermore, by default we now output something when starting, stopping and restarting. (If the user configures netgrasp to only log ERROR or CRITICAL logs then they will not get this WARNING level visual feedback.)
