WebIf Settings - Bad language and theme settings. #63

In webif settings the language is 'Italian' and not 'wItalian' and in theme
there are two clubman.

The Italian package description was fixed in r4282. Entries without
description removal was fixed in r4283.

The themes list creation has some weird algorithm to add already installed
themes (duplicate clubman entry). Maybe we can wait for the original developer.
