firewall will not allow more than 2 rules added at once. #96

What steps will reproduce the problem?
1. enter more than 2 rules in the firewall, the third is not taken when
'Save Changes' is pressed.

What is the expected output? What do you see instead?
Expected to see the 3rd rule added, it never was.

What version of the product are you using? On what operating system and web
browser?
 r4559

the subject should be clearer -- this is only specific to the webif.

looks like the firewall rules can't be applied -- yet still appear listed in the
webif -- not sure of the problem here.

I can't seem to apply any rules after modifying the config file manually.
