Recommend configuring partial index for email column on SQLite #180

SQLite supports partial indices, so I thought it makes sense to recommend using it, just like for PostgreSQL.

Thanks for the patch! Looks like SQLite started supporting partial indexes in 3.8.0, which was released over 8 years ago, so I agree it should be safe to update Rodauth's documentation.
