CI tests failing on getAllUsersRoute #61

I took a look into what was going on with the CI (in relation to #52), and I can't replicate it locally. Any ideas what's going on?

I have no clue. I've been trying to fix this problem over the past few weeks but can't replicate it locally as well. My band-aid fix is to run 'npm test' locally and ensure the db has been cleansed. After that you create the pr and tests should pass.
