CompatHelper: bump compat for FastGaussQuadrature to 1, (keep existing compat) #85

This pull request changes the compat entry for the FastGaussQuadrature package from 0.4.9, 0.5 to 0.4.9, 0.5, 1. This keeps the compat entries for earlier versions.
