Transmissions will not auto-launch when phone screen is off #511

What steps will reproduce the problem?
1. Have a functional setup
2. Turn off your phone's screen (which I do via the power button without an
extended holding down -- with no lock)
3. Send something from chrome on your desktop.

What is the expected output? What do you see instead?

I expect it to work as usual and open a page if a link is sent, but instead, I
hear a notification "plink" sound that what I sent was received, but upon
opening my phone nothing has occurred, I have no notifications from my pulldown
menu, but there is a record if open chrome to phone showing what was sent.
Using the app Alarm To Phone Free
(https://play.google.com/store/apps/details?id=com.coconuts.alarmtophonefree)
works for me only if the screen is on since it requires an automatic launch to
set of the alarm. Meanwhile, Chrome to Mobile, a different plug-in of similar
functionality, works whether the screen is on or off.

What version of the android, in Settings -> About phone -> Build number (
ex. FRFxx ) ? If less than FRF50 - see the FAQ.

Is the phone using WiFi or mobile network when problem occurs ? If Wifi,
are you behind a firewall that blocks outgoing connections ?
Using WiFi, I do not believe firewall is the issue here

Can you open "Gmail" application ? Do you see new messages without hitting
'refresh' ?
Yes.
I'm not sure if it'll refresh if I have it open looking at it (which would
require a real-time test) but generally I does sync properly.

Can you open "Talk" application ? Do you see incoming chats ?
I have no such application that I know of.

Please provide any additional information below.
