Upgrade libs (incl. two major upgrades of Chart.js to v4) #81

Let's have an issue to track library upgrades, notably Chart.js. It'll include two major versions that both have major breaking changes:

As I create this issue already on it as part of #79 (2023 updates), but good to have an issue to track it. Should bugs arise later on.
