en/de translation improvement for init step

Hey there, the german translation for use_owm was very confusing. It is also quite uncommon to have a question as the checkbox text. My changes do not change the meaning and keep the German translation aligned with the English one. I've improved the first sentence and differentiated between "Disable" and "Enable" a bit clearer. If I could implement one further change, I would switch to mention the implications of "Enable" first.
