How about reporting the spammers to github directly?
There's a special link https://github.com/contact?report=*username*

See blockquotes above; it's in there :+1:
Ugh, it's pretty buried in there... I thought this issue deals with simplification of reporting the spammers which currently requires a prior knowledge of that hidden link.

hmmm, my initial idea was more about reporting the issue to the owners of the repo. They are the ones that can close the issue and they should be noted as soon as possible.
In the initial comment I added the link in the blockquotes to report the affected user. The comment about "... extend the reporting user ...", I already was thinking of automating reporting the user to github too.
Not sure how to combine them however...
Out of the scope of this userscript.

Maybe extend the reporting user with a message and link to issue/reply too.
