Upgrade the NuttX and TizenRT kernel configuration files. #251

NuttX's configuration file is updated to nuttx-7.27 commit tag. TizenRT's configuratoin file is updated to 2.0_Public_M2 commit tag.

ST-Link is also modified to use the latest release (v1.5.1) instead of the master. (With the current master, the flashing doesn't work for stm32f4-discovery).

There are patches in this commit, because some bug found in NuttX and LibTuv. These are reported to the appropriate projects:
