Description

Allows flood to watch a folder for new torrents and automatically adds them to the download client.

Related Issue

Roughly related to https://github.com/jesec/flood/discussions/583, but also gives the functionality to torrent clients which cannot watch a folder.

Looking for some early feedback on this if possible @jesec.

It still needs the following, but is fully functional: 1) Fixing the update monitor endpoint 2) Translation 3) make the icon for the watches tab to be more consistent with the existing icons

Sorry for the delay, didn't get notification even I watched this repo.

some thoughts:

label as watching job name maybe confusing.
do we need keep and show torrent adding history?
