A clear and concise description of what the bug is.
Upgraded/installed v0.3.13-beta.0 from 0.3.12 -- made no adjustments to (new) ffmpeg when exporting my (old) CPU hit 100% during processing.
Downgraded back to v0.12 exported same recordings and CPU usage was minimal.

I suspect the "basic" is what had been hard-coded into Tablo Tools? I wouldn't expect any real change. Not sure where to go from here.
My system may otherwise be considered antiquated, but has never had an issue with ffmpeg. Then again I don't clearly understand ffmpeg. I've used it via other programs and command line never going over-the-top.
