CP chief and mayor should be able to give others cop/mayor door access #261

What is the problem?
The Civil Protection Chief and the Mayor should be able to give others
access to doors marked cop/mayor only. This way, if there's a police armory
dealer (gundealer) or a police medic, they can be in the police station and
not need police assistance to get in.

What steps will reproduce the problem?

Are you using the downloaded version or an SVN revision (if SVN, which
revision number)?
Not my own server

Please provide any additional information below.
This should be able to be revoked by the chief/mayor as well. If there is
no chief or mayor, any cop should be allowed to do it. If there are no
cops, door access should be automatically revoked from everyone. This
should last even after someone dies.

Don't like the idea at all. If there is a mingy mayor he can just not give 
anyone
access or everyone. Would be highly abused and is just a dumb idea imo.
