Add Steam Community URL to Scoreboard #735

My suggestion is:
Add the ability to copy a Player's Steam Community URL using the Scoreboard.

Why this should be in DarkRP by default and not a third party addon:
This makes it easier to contact users if you can copy their url and paste it 
into a browser instead of having to do Shift + Tab or converting their Steam 
ID, etc.

Damnit I was looking for how to convert Steam ID's to community links. Turns 
out I already had a function ready.

Fixed in latest
