Sync Template cleanup: Separate ProgressBatcher and CosmosIngester modules #20

As part of #16, and in followup to #19, this PR separates out as top level modules:

ProgressBatcher (Will be used by equinox-projector in due course)
CosmosIngester (used by Ingest program in #16)
