Code complete

requires release of Equinox.CosmosStore aka v3 and Equinox.CosmosStore.Prometheus in https://github.com/jet/equinox/pull/266 to merge
The V2 release line also supports Prometheus metrics, but this repo is moving to using V3 exclusively
eqxWeb and eqxWebCs stay on V2 for now
