Rewrites AsyncBatchingGate to align with AsyncCacheCell changes

Expose Task/Func layer (was FSharpAsync only)
Adds honoring of cancellation
Use same general structures for ease of reading
rename AsyncBatchingGate to Batching.Batcher
Add BatcherCache and BatcherDictionary
